The drivers side (the one that was hot) spun freely when I put the new rotor on, spun fine when I put the tire on and hand tightened the lug nuts. As soon as I tightened the lugs the wheel froze completely. I was able to torque the tires (72 lbs) while still jacked up. I spun the star wheels so much there is no e-brake.

Guess the slide moved a bit too much and got stuck. Prying didn't help. Prying and hitting the side popped it loose and it moved back into position with no further problems.
